Chairman for Electoral Commission justice Simon Byabakama is scared of the rise to the new districts yet finance ministry declines to release money for elections in these districts.
According to Justice Byabakama, the commission needs 800 billion to prepare for 2021 general elections process in phases to complete the process but they have not been allocated any funds.

He added that they need over 400 billion shillings for the next phase in the coming financial year 2019/20, but it has not been provided for in the budget framework paper for 2019/20 which is under scrutiny.
He informed the committee that EC had also suspended organizing elections in the seven new districts that started operating on 1st July 2018 because of lack of funds.
Justice Byabakama requested parliament to involve in this matter and use its authority to force the ministry of finance release money needed in time.
He added that the ministry’s decline to give them money caused some newly created districts like Kassanda drug the commission to court over delay east the constitution says.
